I took Stealth at level 6 on my MA/Regen scrapper. I LOVE it. I can run by mobs that normally would agro, and they don't. I get a defense bonus like Hover on my blaster (but easier, Hover is a pain in the ass to control). So, for all of you melee guys, Stealth seems to be the melee hover, it gives us an easy out with a defense bonus. I can turn it on in the middle of a fight and still get the bonuses. My scrapper can do a group of 2 or 3 yellows now, without it he was having issues (getting hit too much).
it has some nifty tricks to it later, trying to remember which normal power has stealth powers. Probably illusion control. it's supposed to be more powerful than the power pool version.
The only problem with stealth is that it seems to eat a lot of endurance compared to my other defense powers; I can have sprint, stealth, combat jump, and focused fighting on at the same time and I barely gain endurance; because of that my attacks really drop my endurance (at the end of attacking a group of three white minions, my health would be almost full but my endurance would be virtually zero).
As a scrapper you can actually pull pretty decently with stealth though (just wait until one mob wanders a bit from the rest, give him one shot then retreat to a safer place - usually just the one you attacked will follow)
According to warcry stealth is 0.2 a tick. Most of the others (hover, combat jumping, sprint) are 0.1.
I was planning on stealth powers initially, but once I saw how small the aggro and follow ranges were, I decided there were other priorities. I can already navigate through zones full of purples without major difficulty (except Perez, with narrow forest hallways). Phase Shift still looks like a nice one, though.

Plus the defense bonus is nice, imo.
Stealth to me doesn't seem to eat a lot of endurance, but yes, I do run out more often when attacking now. Sprint + Stealth are always on. Being a regen scrapper, I think my next power will be the one that auto increases my endurance gain (and then the one from the fitness power pool). I shouldn't have as many problems then. Well, maybe level 10, level 8 I am hoping for a new attack, lol. Tho I may get the end regen and then at 10 get the new attack (might be smarter, since I'm having issues with endurance on long fights). With 2 Yellows and an Orange, I am ok on endurance unless I miss a LOT on the orange. At level 6 anyway. I am LOW on endurance, and have to wait, but I'm not running out entirely. Unless it's sprockets, those bastards take my Endurance like candy.
When I was in beta I played a rad/dark defender and ended up with multiple power pool powers, I may do that this time around and take a couple stealth pool powers just to augment myself. I had taken a couple from the medicine pool, but ssince I'm empathy now I don't need them so much heh.
i took stealth at 8 after combat jump at 6. ive found it to be pretty useful,but it really does need a spare slot for endurance reduction enhancments,along with most of the defensive powers in general.
i do like the ability to split off smaller groups of mobs from a large group. makes it easy to solo things.
overall i like my katana/reflex scrapper,but still it needs to flesh out,and im not really sure of path im going to take,due to getting all the good attacks later.
i really do wish that the animations for the katana attacks were alot better though.

I've got a Assault blaster/devices and i took stealth. didnt want to wait till vll 20 for that ability, and yeah, phase shift just seems cool. As for endurance reduction, dont bother, since the endurance drain is so small anyway (turn off all powers except stealth, and hobver your pointer over your end bar. when it ticks down, its only 99/100), and the enhacers work off a %, it wont even make a difference untill you get a SO, and even then probably not enough to justify the cost.
Since you're a regen scrapper yes, the endurance regen power is very well worth it. I can't say I had many problems with endurance after getting that power and putting a few enhancements in it, I usually ended up giving my breath inspirations to group mates since I needed much fewer of them than I was getting. Very solid power to invest in.

So do endurance regen before another attack? Was debating another attack at 8, and endurance regen at 10. (I'm 7 now). I don't seem to run out of attacks in terms or constantly swinging, but I don't seem to do lots of damage (double damage and accuracy in my main 2 - storm kick and thunder kick)
at 10-11 you'll probably start running into end problems on solo door missions, which can be really annoying if you're not having health issues (unlikely, what with you being regen and all). i'd suggest getting the end power at 8 and slotting it a couple few times at 9 and 11 so you're ready to load it up with DOs when you hit 12.
12 is a much bigger milestone than i anticipated. I REALLY wish i'd saved up more influence; with just 20k dumped into dual origin enhancements i noticed a substantial power increase (as judged by effectiveness vs your standard trio of 2 white minions and a yellow lieutenant). I should have been smarter about planning my slots around DOs, too; I've got a couple powers that are overslotted and 2 that are desperately underslotted ;)
I know that's what I did, regen before next attack. One of the few power decisions I never regretted in beta, but then I did make some pretty daft choices on a variety of chars. It's not a large level gap and if you find you're running low on endurance now it helps. I never liked to depend on getting the right inspirations, especially not for door missions where after a while you need not only all the inspirations you can get but the right kind of inspirations to be able to beat the end boss(es). Between 8 and 10 I could still chain my attacks pretty much nonstop, damage wasn't too big an issue at that point, my main issue at that point was my attrocious defense since I'd messed up and hadn't taken any defense power.
