This is a Heroic dagger from the Beranid's chunk just NW of Southwatch in Thestra. It is a decently long and semi-annoying quest line. The mobs in the area are lvl 39-43 4 dots.
To complete you have to gather symbols (similar to Arena) and summon certain mobs. After defeating all the mobs you can recieve the item.

Speed 2.25
+17 Strength
+4 Constitution
+4 Dexterity
+1 Melee Accuracy
+1 Critical Melee Hit Chance
