Anyone know how these quests work?

Got the plans for the cloak (only thing I really want) but I can figure out where the energy shards drop. Supposedly they're the same ones that I did an earlier quest for, but all the sudden theyre not dropping.

They droping well from 4dots mobs and very low from 2-3dots.
So basicaly is hard to solo farm these and in group you need to share them with team.

And i think there is more better items from this quest.
Mask with levitation.
Invisiblity wirst (or arms, dont remember).

Have you looked at the rest of the jewelry and some of the armor peices, there is a no damage for a short period belt, and Strength boost ring, and boots that increase jump. AND lets not forget the bracer that casts a short duration invis:love

yah, so where, and how do you start these quests? dragonsbackbone? isle of madness....? who do i talk to, to start the quest?

Ligor Kwaggle in Dragons Backbone starts the chain quest for the heroic shoulders. Or you can start at the strandan port and get a quest to take yo to the outpost. It's all along the coast on the way. It was pretty neat before the quest went in though, the bank at the outpost was actually labelled as a Thestra bank. Made some things a little easier bank wise intercontinental.
