Ok, Rise of Kunark changed these a lot. You get one every 10 lvls, and each race also starts with 2. I'm going to break them down by race including only the ones I see being useful to the brigand, assassin, ranger and swashbuckler. Cobbled list together from several sources, lots of outdated info out there.

Arasai
Glide, a built in hover (I haven't tried this, but it would seem to negate safefall and prevent you from raising it or quickly dropping when needed)

Traditions:
Escaping Dive -hate
Aerial Dodging - Melee: +melee crit and defense
Dark Envy -5 min timer, 24 second +5crit and dam/dps, -defense and parry

Barbarian
Can summon beer

Traditions:
Herbology +5 Alchemy
Defender of Everfrost +Melee crit, parry, chance of double attack
Tundra Slam - dd + 2.5sec stun

Dark Elf
Master of the Shadows - 15% speed boost while stealth/invis
Hover - slow fall toggleable buff

Traditions:
Poison Crafter - 5% increased alchemy success chance
Poison Expertise - 25% increased poison trigger count
Shadow Slip -hate
Innoruks' Gift chance of double attack and piercing skill +
Fury of Innoruuk 5min +melee crit, dam/dps, -parry and defenses

Dwarf
Summons beer

Traditions:
Aggressive Strike +melee crit and +hate (might be bad)
Fury of Blades -AOE melee damage
Short but Strong - 3% max health

Erudite
Falling Grace - Feather Fall toggle

Traditons:
Chemist +5 chemistry

Fae
Glide-as arasai

Traditions:
Escaping Dive -hate
Fae Dexterity +5 agi
Aerial Dodging +melee and crit

Froglok

Racials are good if you like swimming

Traditions:
Soft Landing - 25% falling damage reduction
Hop - super jump
Astounding Leap -hate
Natural Acrobat - 5 agi
Valor in Battle +melee and crush

Gnome
Turn yourself into a windup toy and tinker!

Traditions:
Chemical Calculations - 5% increased success chance at alchemy
Lost in the crowd - Temporary shrink and minus hate
Meldrath's Teachings +melee crit and parry

Half Elf
Camouflage - 1 min duration power draining stealth, meh

Traditions:
Misfits Trickery -hate
Elven Reflexes +5 agi
Mixed Knowledge +range and melee crits and parry
Piercing Stab damage and physical mitigation debuff
Hardiness - 1.5% power 1.5% health

Halfling
Innate Racials are meh (I can summon pie!)

Traditions:
Poison Expertise - 25% Poison Trigger Increase
Light on Feet +AGI
Vale Protector +melee crit and piercing sill
Mischievous Strike damage and melee skill debuff

High Elf

Hmm, maybe if you want to be different and rp it, but not their strong point being a scout.

Human
Pretty much the baseline

Traditions:
Diversity +5 to all tradeskills
Versatility +7 to crush, pierce, ranged, slash, disruption, ministration, defense, deflection
Bayle's Strike - damage
Ruggedness - 3% max health

Iksar
Reptilian Ancestry - Innate out of combat health regen
Defensive Coloration - short duration power-draining stealth, not so much use to scouts

Traditions:
Dark Medicine +5 Chemistry
Reptilian Grace - 25% falling damage reduction
Honed Body +5 agi
Venrils guidance +melee crit and parry
Venemous Strike Damage+dot
Legacy of the shissar - 3% health

Kerra
+15% speed when stealthed

Traditons:
Gift of the Land - 10% alchemy power reduction
Feline grace - 25% reduction to falling damage (P)
Leaping grace -hate
Fleetness of Foot +5 agi
Murrar Shar's guidance +melee crit and parry
Claw - attack that debuff physical mitigation

Ogre
Can grow to block even more screen view

Traditions:
Oggokian Aggression +melee crit and +hate
Shoulder Slam - damage+stun
Rallos Zek's Blessing - 3% HP

Ratonga
Shadow Lurker - 15% improved stealth.invis speed
Rob - pick pocket, 5 min recast

Traditions:
Poison Play - 10% alchemy power reduction
Poison Expertise - 25% increase in poison trigger count
Pitiful plea -hate
Rodent Reflexes +5 agi
Street Thug +melee crit and piercing skill
Poisonous Bite: dot

Sarnak
Has a head than can be used to open bottles and cans

Traditions:
Reflexive Landing - 25% Damage reduction for falling
Stride - +5% movement speed
Herbal Supplementation +melee crit and crush skill
Fire Breath AOE fire damage

Troll
Heals fast out of combat

Traditions:
Thule's Guidance +melee crit, slashing and chance of double attack
Brutal Bashings damage and stunn

Wood Elf
a not so good for scouts racial stealth

Traditions:
Faydark's Champion +ranged damage and crits
Forest Fire AOE damage
