Leatherfoot Sandals - quest or not?

Is there a quest to get the leatherfoot sandals (if so, where can I find information, pls)? Or is it some big mob drop?

From memory they used to drop off Innoruk 2.0

I guess since he's changed they no longer drop..

since rewamp the olds inny drops seems to drop from some hight level trash mobs
