That the ragebringer can be completed? Does anybody have a definate answer?

Level 50. Stanos and some of the other quest NPCswont talk to you if you are under level 50, so you can't complete the quest. AT 50 they will, and you can get your Ragebringer.

as long as the person handing the book in is also level 50 (or so i'm told)

Exactly. As in any MQ, the person must be of the appropriate level (50 or better in this case) and meet any faction requirements (indifferent with Carson McCabe faction should be good enough).
