I posted this in logged out, because the chance of me getting help here is higher than PnPR.
I'm writing a campaign, too much to explain, just give help. I need to know the motivations/ powers/ likely attack strategies, and probable lackies of the following characters:

Andross (The boss from Star Fox 64? which form? I'll go with the giant head)
Motivation: Control the galaxy/solar system and to destroy star fox
Powers: Amazing strength, space vacuum, giant hands that can destroy your ship
Attack Stragegies: Send out many enemy ships to destroy you, then send out elite ships, then face you himself and spit rocks/vacuum your ship/grab your ship.
Probably Lackies: Star Wolf, aliens.
He'd probably group with other space oriented characters but might end up turning on them. Likes big armies as opposed to smart small oriented teams.
Bowser Koopa
Motivation: Kidnapp the princess, kill mario
Powers: Spits fireballs, runs at you, jumps at you.
Attack Stragegies: see above
Probably Lackies: other koopas, goombas
Rather stupid, he'd ally with big strong characters, more brash.
Darth Malak
Motivation: Control the galaxy with his army of sith
Powers: Dark force powers, lightsaber, the star forge, army of sith
Attack strategies: Fight with lightsaber, draw the force from comatose jedi and the star forge, use dark force powers.
Probably Lackies: Dark Jedi, Sith apprentice.
He'd ally himself with anyone who follows him and him alone, and end up turning on others who become close to his strength. Always has a back up plan and someone else to take the fall for him.
If I knew what you were going to do with this info, I could probably give you more specific stuff.

A very brief synopsis: All the heroes(Link, Hayabusa, Etc.) have ceased to exist and all the video game dimensions are colliding. There are shards of a powerful item that have been dispearsed throughout the dimensions. Each of the listed villains, is trying to collect all the parts.
I haven't decided how im going to use each the characters in the campign, I need help with how they think. Im createting a web of villains, Im trying to decide who would be allied, who would go solo, and who would be opposed. Also, when it's time to fight them, I need to know how the villains will fight. And, if it came down to it, in a game of strategy which villain would come out on top. The villains should be considered at the heart of their power.

Kefka: Motivation- Kill Everything. Powers- Big nasty honking spells gained from killing a dang lot of esper thingies. Tactics- Blow everything the heck up.
Sephiroth: Motivation- Kill Everything. Powers- Big nasty honking spells, Destroys the solar system several times per battle. Tactics- I SAID he destroys the entire solar system several times per battle!
M Bison: Motivation- World Domination. Powers- Psionic punch/kick/dickwave. Tactics- Power slide of DOOOOOOM!
Dr. Wily / Sigma: Motivation- World Domination/Rise of the Robots. Powers- Lots and Lots of robot friends, plus aggravating little gadgets that they fling at the heros in order to stymie their progress. Tactics- Throw everything but the kitchen sink at ya... then throw the kitchen sink.
Hitler: Motivation- World Domination/Revenge. Powers- A Good Speech writer. Tactics- Play upon the charity of others in order to achieve his own ends, then blow up said others with a thingiebob called "Blitzkrieg"
Jaquio/ Ashtar: Nevahoidofim
Lavos: Motivation- Eat everything. Powers- Comes barreling outta the sky like a comet, can destroy the world in a hail of meteors. Tactics- Destroy the world in a hail of meteors.
Gigas: Nevahoidofim
Metal Gear / Revolver Ocelot / Liquid / Big Boss: Motivation- Making a quick buck. Powers- See that big robot with the rail gun on its shoulder? Um... Yeah. Tactics- Sit around doing absolutely nothing while having guards wander around in entirely too predictable patterns while some jackoff keeps shooting them with darts.
Nemesis: (Legacy of Kain?) Motivation- World Domination. Powers- Won a poker game with a time-traveling punk who likes to mess around with fate. Tactics- send a dang lot of cool looking soldiers against some pansy army of do-gooders and one thoroughly sarcastic vampire.
The Contra (Red Falcon I think its called): Motivation- Being a general nuisance. Powers- Alien hordes that explode quite spectacularly in one shot. Tactics- Throw said alien hordes at enemies until they spin around in the air a few times with some freaky sound-effect and die.
Dracula: Motivation- Blood. Powers- Sucking Blood. Tactics- Suck your blood.
Nightmare: Nevahoidofim
DragonLord(dragon warrior 1): Motivation- World Domination. Powers- Being reeeeeally difficult to get to, then doing half your HP in damage in one hit. Tactics- Do half your HP in damage per hit... and NOTHING else.
Bowser Koopa: Motivation- Has the hots fer Princess Peach. Powers- Breathes fire, Leads horde of mutant mushrooms and turtles. Tactics- Steal princess, then do absolutely nothing as some plumber in red and blue beats the hell outta his army of mutant mushrooms and turtles, kills his kids, destroys his home, and breaks his kneecaps with a crowbar.
Gannondorf: Motivation- World domination, and a crush on some 15 year old girl. Powers- Seems to fluctuate between omnipotence and being a hog-man. Tactics- Spread important quest pieces and interesting artifacts throughout the land hoping that it will somehow keep some brat from running through and blowing everything the heck up and eventually finding the one weapon that can destroy him, gathering the restless hordes of important quest characters against him, and beating him the heck up.
Mother Brain: Motivation- Make mutants. Powers- Make mutants. Tactics- Make mutants.
Justice / Testament: Nevahoidofim
Geese Howard: Nevahoidofim
Andross: Nevahoidofim
Heihachi: Motivation- Wants to become the devil. Powers- An annoyingly strong right hook. Tactics- sponsor a freaky competition where people from all walks of life show up with their own martial arts and beat the hell out of some war god.
Gaia/Sho: Nevahoidofer
Gomera Mosking(contra): Nevahoidofim
Wario: Motivation- Money. Powers- Hop, jump, skip. Tactics- Laugh maniacally while hopping, jumping, and skipping.
the goddess (breath of fire): Nevahoidofer
Shao Kahn: Motivation- Interdimensional Domination. Powers- Flashy pyrotechnics and a mean right hook. Tactics- Some freaky ritual that involves 10 fighting tournaments, victory in which he acquires full access to that realm and blows everything the hell up.

Just a quick write-up for some of the villians that I know of.
Beware, for there be spoilers for the various games that these villains starred in.
In no particular order, except by what came to me first..
By the way, what game system is this for? D&D, BESM, ect..
Kefka
Motivation: Kefka is insane, plain and simple. He, like most villains, desires power, and doesn't care who dies, as long as he gets it. Doesn't play nice with others.
Powers: All sorts of magical spells before he obtained the power of the Goddesses. Three tiers of badassness and a spiffy pair of wings after getting said power.
Attack strategies: Kefka, being a sadistic evil bastard ( I do love him so) would likely use the most underhanded plots avaliable. I mean, he poisoned a whole town and giggled about it. Without a doubt, a man who wouldn't mind taking hostages.
Lackies: If this mishmash of video game villians includes their worlds, or at least parts of them, he'd probably have soldiers at his beck and call, ready to wipe errant grains of sand from his dapper boots. Writing this has made me realize I need to play through Final Fantasy 6 again.
Wario
Motivations: Wario is in it for Wario and Wario alone. He's greed incarnate with a pair of purple overalls.
Powers: Depending on which of the games you go by, he's either really strong, with a plethora of various moves that show just how strong he is, such as tackles and, uh, butt...bouncing. He can also break bricks with his head. That has to be some sort of power. Some of the Gameboy games, ones I haven't played, let him gain powers depending on what happened to him. Setting him on fire, flattening him, blowing up like a balloon, and so forth, all give him unique abilities. While I doubt a flat Wario would be much of a threat to heros, imagine their surprise when setting Wario on fire turns him into a walking fireball...
Attack strategies: Ramming into things and breaking bricks with his head, no doubt.
Lackies: None that I could think of, except maybe his brother, Waluigi, his lanky brother. Lackies usually require a payroll and parting with his precious money is something Wario is not likely to do.
Dr. Wily
Motivations: I don't think he had any, honestly. He was just crazy, and enjoyed making bizarre robots with even stranger names. Maybe he did it for the challenge. I can see making robots that utilize dust as a weapon a challenge.
Powers: Aside from an incredible intellect and an army of slightly-embarrased looking robots, not much. Unless he's an alien. I remember him randomly turning into an alien once.
Attack strategies: Sending wave after wave of robots that shoot snakes and leafs and robotic snakes.
Lackies: Robot minions of all shapes and sizes. Not only the '____ Man' models, but also little hardhats with feet.
Mother Brain: To be honest, I don't think of Mother Brain as a villian, despite what the Captian N cartoon said. I think Mother Brain was a computer system that was taken over by the Space Pirates. Or, you know, not. Whichever.
Nemesis:
Motivations: Kill...all...S.T.A.R.SSSSS
Powers: Strength and speed superior to that of a normal human, great taste in clothing for a zombie, tentacles.
Attack strategies: Leaping through, out of, and into places to scare the bejeezus out of things.
King Bowser Koopa
Motivations: Kidnapping Princesses. I think he's just lonely.
Powers: He can breathe fire, smash things, and chuck Mario at enemies, twice of you press A at the right time.
Attack Strategies: Employing said powers. It's odd, sometimes Bowser is a mindless creature that can't talk, like in Super Smash Bros, but other times he can talk quite well, and even join up with Mario, as long as he gets something out of it.
Lackies: So many lackies. Goombas, koopas, lakitus, the whole nine yards. He also has children.
Shao Khan
Motivations: Desires to take over worlds, drinks souls out of martini glasses.
Powers: Ripping people's spleens out through their eye sockets. I can't remember if he shot projectiles, fireballs and such, but I'm sure he could fling spleens.
Attack strategies: Spleenflinging.
Lackies: He had a whole dimention of them, I think. Outworld, Overworld, something like that.
Dracula:
Motivations: He's just not nice. I honestly don't remember him threatening people though, he always seemed content to hang around his castle and party with his ghoulfriends. Oh I slay myself.
Powers: Typical vampiric strength, speed, stamina, can fire bolts of fire from his cape, always gets back up when defeated as a bigger and stronger monster-version of himself.
Attack strategies: Waiting in a room for someone to come slay him. If you want a somewhat serious strat, even though the previous one is very much what he does, I am sure, as a vampire, Dracula would be cunning and deceitful.
Lackies: A castle full of them. From simple skeletons to a giant ball made up of hundreds of corpses that rains corpses down to turn into zombies, Dracula has every damn villain beat when it comes to lackies. All of them. Even Dr. Wily.
Revolver Ocelot
Motivations: Twisted story that is Metal Gear Solid II aside, what with his hand being Snake's brother and whatnot, Ocelot enjoyed shooting things. Probably works well with others, seeing as he didn't mind being in a team full of freaks named after animals.
Powers: He was a master marksman, and could cause bullets to riccochet to find their mark. Not as impressive as, say, a six-minute cutscene where he summons a meteor to plunge through the solar system, destroying all the planets, hitting the sun, causing the sun to explode, and then frying your team, but it gets the job done.
Attack strategies: Move and shoot, move and shoot. As shown by his rigging the DARPA Chief (Was it the DARPA chief? I forgot) up with C-4, he's obviously not above taking hostages.
Lackies: Ocelot needs no one.
Psycho Mantis:
So cool I had to add him. Much cooler, and much more impressive in terms of powers, then most of the other Metal Gear Solid villians.
Motivations: He's a sick, insane bastard, but not above being part of a team. A team that probably doesn't mesh well together but a team nonetheless.
Powers: Mind control, telekenesis, mind-reading, being a pain to kill despite him weighing 80 pounds.
Attack strategies: Controling the mind of a party member, having said party member threaten (Or actually commiting) suicide, and then flinging all sorts of stuff with his mind. Can also see what's on your save card.
Lackies: Whoever he has mind-controlled at the time. Truely a villian I wish they fleshed out more.

Kefka:
Motivation: POWER, as much as he can get.
Goals: Become lord ruler of all of earth, by proxy wiping out other dimensions to steal their power.
Strategies: A coward, he will run from almost any fight he dosen't think he can win, he is very intelligent and very good planner.
Lackies: Anyone who realises he will soon be an all ruling power and ones to jump on the boat.
Sephitoth:
Motivation: Is commanded by an antient creature.
Goals: Destroy all life.
Strategies: He is all powerfull and he knows it, will kill without remorse.
Lackies: None, he is his own army.
DrLavos/ Magus: Who is Dr. Lavos? Hehe
Motivation: Born need to exstinguish life.
Goals: Destroy life, procreate his species, spread.
Strategies: Lies in wait until he has the power to complete his goals.
Lackies: Spawns of himself he creates.
Bowser Koopa:
Motivation: Not enough hugs as a child.
Goals: Kill Mario
Strategies: Kidnaps princess, lures enemies into a trap, looses.
Lackies: Command's a legion of easily killed minnions.
The game system is GURPS. Also, villains seperated by a "/" are from the same game, it doesnt mean theyre the same person like Lavos/Magus. I know they are different characters, and that Magus isnt necessarily a full blown villain.

See allmost all of these villians are the same though.
Their motivated by either A. They are insanely evil powermongers or B. They are evil for no other reason than the game they were in needed a villian. I mean seriously, Wily didn't have any motivations, he was just the guy that always piloted the machine that megaman had to blow up. Generally you can put them down though as either "take over the world" or "become all powerful" or both. Or worse, they have no motivations and simply "embody evil" for not other purpose that "I'm evil!"
Kefka: Insanity/powerlust/megalomania
Sephiroth: Insanity
M. Bison: Megalomania
Wily: Megalomania
Hitler(a.k.a. Professor D): Megalomania/insanity
Jaqui(Ashtar): embodies evil
Lavos: actually is motivated by the need to feed off of the life energy of planets to live and procreate, one of those exceptions
Magus: Powerlust for the purposes of vengence(against Lavos)
Nemesis: Insanity
Dracula: embodies evil(even though he keeps coming back, he never seems to be able to stay alive for more than a night at a time so his motivations probably don't extend beyond "@#%$ crist please let me kill whatever Belmont comes after me tonight")
DragonLord: Ugh, talk about your "characters that only exist to be the bad guy". You could have at least picked a Dragon Warrior villian with more to him. Like Baramos or even better, Necrosaro.
Bowser: megalomania/stalker
Gannondorf: Powerlust/megalomania
Mother Brain: Megalomania/greed
Andross: Megalomania
Red Falcon: Embodies evil(probably, seems like a pretty mindless evil force, maybe its like Aliens though and they just attack to feed/reproduce...I dunno, its @#%$ Contra, theres not supposed to BE a plot)

Then make it up yourself, because thats really all we could do. Most of the games simply don't provide specific motivations.
I mean, sure, I could pull some motivations out of my ass, but I don't see why you need me to do that.

Motivation: Megalomania and desire to prove he's the strongest
Powers: Psionic moves and incredible strength/agility
Likely attack strategies: Bide his time bouncing around while looking for a good opening for a devastating move
Probable Lackies: Sagat
Sagat
Motivation: A desire to best Ryu
Powers: Agility, Strength, and high and low projectile attacks.
Likely attack strategies: A) Charge into the fray using his knee as a nasty weapon or B) Stay back and fire a lot of projectiles
Probable Lackies: None
Vega: Bloodlust/Insanity/Vanity
Powers: Tremendous agility and some nasty claws
Likely attack strategies: Bounce around so very very much
Probable Lackies: None
Dr. Wily
Motivation: Megalomania/Desire to prove robots greater than the rest
Powers: Vast Intellect and creativity...
Likely attack strategies: Hide behind his robots and then hide in a large robot
Probable Lackies: Robots...
Bowser
Motivation: Vengeance against Mario and princess capturing
Powers: Huge strength, Fire breath, Spiky shell
Likely attack strategies: Charge into the fray attempting to maul and maim. Occasionally stay back and breath fire.
Probable Lackies: Koopas, goombas, bob-ombs, those weird flying fish, jellyfish, flying koopas, the boomerang turtles, the hammer turtles, the ghost whose name I cannot remember, Laqita or something like that (the turtle in the cloud), etc...
Gannondorf
Motivation: To claim the Triforce for himself so he can take over the world and cover it in darkness
Powers: Dark Magic, Probable Unholy Strength, Reflective Cape, sword (or was it two? Wind Waker)
Likely attack strategies: A) Send powerful balls of dark energy at the enemy and bounce it back with his cape if it's hit back towards him. Reflect enemy attacks as well. B) Extremely talented sword fighting. Aggressive style while still dodging
Probable Lackies: The pig men, like-likes, bats, reanimated statues, etc...
Andross
Motivation: To claim the Lylat system for his own, probably move on to the rest of the galaxy after that. Also revenge
Powers: He likes to appear as a giant head with two giant hands. Will swat, stun, energy blast, and throw debris. Incredible genius
Likely attack strategies: Throw debris at you, swat you, energy blast you. Once you've defeated the first incarnation he will likely appear as a brain. He'll send his eyeballs at you like missiles and the electric cords binding his eyes to his brain will still hurt you.
Probable Lackies: Star Wolf, hordes upon hordes of aliens, some of which he created
Wario
Motivation: Immense Greed
Powers: Super Strength, the ability to transform into a snowman or a fireball or numerous other things.
Likely attack strategies: Use his transforming ability and/or attack with a bar brawling technique
Probable Lackies: None
A Look at Bowser
I think Bowser's jealous of Mario because Bowser is in love with the Princess. And he is getting really pissed off at
Mario for taking his love away from him time and again - and notices the way the Princess' eyes light up whenever Mario is around. Bowser has low self-esteem and would become an ally with any other ugly, unappealing villians - although he might be intimidated by the pure strength and power some of the mentioned villians have (Andross, for example).
His lackies are generally mindless moving creatures that can usually be easily defeated by a hopping attack. He doesn't seem to have any intelligent lackies that I can think of, so he might readily join with other villians in order to gain more power. Besides, the more power he has the quicker he can defeat Mario and obtain Princess for the rest of her traumatized, paranoid life. And let's face it, Bowser can hardly compete against the other villians by himself.

Kefka:
Motivation: He thrives on the suffering of others. When he sees something he wants, he'll do anything to take it, especially whent it causes harm to goodly folk. Basically, when all is said and done, he wants to be a god.
Powers: If you can think of it, he probably has it. X-zone, Ultima, Reflect, Doom, and of course a nifty energy beam he can use to destroy entire cities at once.
Strategies: Lies, manipulation, generally using anybody in a position of power as a puppet. Those he can't persuade to follow him he may enslave with a slave crown.
Lackies: Empire Soldiers, crazed worshippers, enslaved goodly folk (perhaps even taking control of an NPC placed in the party with forementioned crown)
Allies: Anybody he thinks he can use to his own means. At the end, however, he'll discard anybody who belives themselves an equal or above him.

Heh, yeah. From those that I identify, a lot are just like the guy above said.
Kefka: Think Caligula. Try using 'sadistic ass hole general' kefka instead of 'Sadistic demigod' kefka. He could be brutally torturing and raping some region with an army at his disposal.
Hitler: kill the jews
Lavos: Questionable sentience. He's an intergalactic parasite. His instinct is to drain the planet of its life force and produce more spawns. You could put the players in the future where the world has become a devestated wasteland, the black omen rides high in the sky, and lavos' children are crawling the countryside.
Magus: He watched lavos' corruption of his mother destroy his sister, and his own life was warped by it. He became bitter, and hailing from an age of magic thousands and thousands of years before the dark ages, he was immensely more powerful than any who stood in his way. Raised by monsters and taught to hate humans, that's what he did. Ultimately he can join the team and helps defeat lavos, or tries to kill lavos himself. A possible NPC ally.
The Goddess: Only played breath of fire 1, where the goddess was Tyr, the multiheaded snake/wyrm/dragon of death. The evil dragon cult wanted to unleash her power on the world, I think. Generic god of destruction who wants to kill everyone.
Wario: Really greedy guy with limited super powers. Wants wealth. I am a Sensei and a Transcendant.
Not that it means anything anymore.

Ezcodes are stupid. Way to educate fresh generation in the ways of improper code. It's not like they'll ever need to know it, right?

Sounds like Mortal Kombat to me. Which brings up another villain, shou lang, or whatever his name was... no idea. Anyway, his motivation was to help his master gain a gateway into the realm of earth so they could control it. Powers: Bad ass martial arts, legions of undead warriors brought to life from the souls he has stolen. Yeah, he can steal souls, which add to his own strength, kinda like highlander. Attack strategies, probably take something precious hostage and hold it until you agree to fight, alone, defensless, on his terms.

I wouldn't say something like "insanity" is a motivation for a character.
Why is the character insane? What drove him or her insane?
Kefka's Insanity: "Failed Genetic soldier pushed in to psychopathy" is a bit different than Seph: "Cross bred alien and human that wants revenge for the torturous experiments that created him and lost him his mother and denied him the truth of his existance"
I'm sure we could sum them both up with "Coocoo" but that really isn't giving Inj the backgrounds he wants.

Motivation- To set up us the bomb!
Powers- You have no chance to survive make your time, ha ha ha!
Tactics- All your base are belong to us.

Oh, and about the question as to why Kefka and Sephiroth are homicidally insane:
Methinks that Kefka simply has a sadistic streak several light-years in length.
Sephiroth has two problems:
One, he follows the philosophy of "If they hurt you, you KILL them!"
Two, he thinks that everybody is hurting him just by existing.

Heihachi is special in that he also seeks personal fulfillment, in addition to extreme power. His motivation for most of the games (the ones that had any decent story anyway) has been to be able to obtain the powers of Devil (not necessarily The Devil as in Satan, more like a legendary fighter demon) to enhance his own abilities. Of course this has the additional benefit that his empire would grow substantially, but I have the feeling he is also doing it to improve himself. He is very old (around 75-80 in Tekken 4 I think), yet extremely fit. Having spent the last 70 years training 10+ hours a day, it's unlikely he will get stronger than he is at the age he is - the physical detoriation of his body prevents it. Thus his quest for the Devil Gene can be portrayed as a battle against time, to prevent himself from turning into a helpless old cucumber. He also believes in something called "Tekken", which is referred to as some supernatural fighting spirit or something like that. I'm a bit unclear on it, as it's only really explained in the anime, and I haven't seen that in a long time. www.tekkenzaibatsu.com prolly has lots more info.
Heihachi is also gradually becoming more desperate to get something done, both because he is getting older, and because his previous attempts have been complete failures. Two of his three sons, Kazuya and Jin, both of which he hates, have had their powers successfully enhanced by the Devil Gene. Kazuya was the most distinct success, actually turning into Devil. Jin has had a slightly different reaction, turning into something of a black angel (somewhat unexplained since it only happened in T4 and T5 isn't out yet). The game hints that this may have some correlation with his Kazama heritage though, from his mother Jun Kazama.
