Wow...there are many many reasons why you could get access declined. Using IE as an FTP tool was never easy.
After using a software program like FlashFXP (I think there is a free trial version available on their website) you might get a few more errors reported when you try and access the site in order to narrow down possible problems.
If you know anything about what you are doing with computers (and im no expert) you might first want to look at your firewall settings on your computer and also verify with the ftp site that you are using the right id and password and port.
Finally - most ftp sites ( i am assuming this is a "legal" site) will have limits on numbers of users and may even use more complicated comunication (SSL) which you would need to know to establish a connection.
p.s. after edit.....just checked some more and if you are talking about the GoD beta, then the issue is probably the number of concurrent users. If you use an FTP proggie then you can set multiple retries at say 60 seconds apart then leave it to try and connect. The only problem is that you need to keep half an eye on it to make sure when it does finally connect that you DL the files you want, or you may get diconnected for being idle too long. Your only other alternative using IE is to keep trying, perhaps at "quiet" times (4am??) Catweazel Shadowfoot

FileZilla!
If you use a real FTP program (as opposed to the limited FTP functionality included with web browsers as a convenience), you'll be able to see the real error messages you're getting. As Catweazel said, there are a huge number of reasons it might not be working, and IE is basically just giving you a "friendly" response because something isn't working. Turning off IE's "friendly error messages" may help some, but it's still a web browser, not an FTP program. -------------------------
