Precision, Dagger Spec affect specials?

Does the Precision (% to hit) and Dagger Specialization (% to crit) talents affect specials, e.g. Ambush, Backstab, SS, Gouge, Eviscerate, etc. or does it only affect normal attacks?

I have asked this question a few times as well Dregos and I havent got a clear answer yet. Im thinking the only way we will find out is to wait for release and do some parsing with and without these talents to see what all they effect.
