Oh forgot to add...they are calling it "When they Cry - Higurashi"...wtf =/ why couldn't they have just called it one or the other?!?!
Was that the series of clues they were giving over at ANN?
As an aside, I just got an e-mail from ADV about Kurau: Phantom Memory (http://www.kurautv.com/) which looks interesting.

Not sure just got it though the anime pipeline hehe. What where some of the clues if you can remember? or a link :P.

Yup, the contest was for "When they Cry - Higurashi". On their front page they have this:
Geneon to Release When They Cry - Higurashi
Geneon Entertainment will release When They Cry - Higurashi on June 5; there will be a regular edition and a limited edition with box release. The 26-episode series was originally known as Higurashi no Naku Koro ni when it was released in Japan, however the creators have always referred to it as "When they Cry" in English. Higurashi no Naku Koro ni 2 is set to be released in Japan this April.
I can't seem to find a list of all the clues in the contest though (there were ten spanning over the weekend).
Clue #1: It's based on a PC game
Clue #2: Summer '83, it wasn't quite summer of '69, but for some, it was still the most memorable summer of their short lives.
Clue #3: It didn't make the Top 10 but it did make the top 100.
Clue #4: A character voiced by a voice actor, kills another character also voiced by the same voice actor.
Clue #5: 26 Episodes
Clue #6: English Title: _ _ _ _ _ _ _ _ _ _ _
Clue #7: (picture of a Cicada)
Clue #9: Did you get clue 8?
Time for the easy clues...
Japanese Title: _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _
Clue #10: You really haven't figured it out yet?
That makes me want to cry. I'm sure the cicadas are crying too.
By the way, Clue 8 was skipped intentionally as a clue itself.
I, and anyone who saw Higurashi previously, caught it at clue 2.
hint #23 If you watched a atleast few Anime titles, you would have probably noticed the ambient screech/noise/cry* outside, you may say it's staple thing by now. ;o
Proper title would be, which sounds better and actually makes sense, would be "When higurashi cry"
If they absolutely had to make it english, I'd have preferred "When They Cry." That is, after all, the english title Ryukishi gave it.
But When They Cry, Higurashi no Naku Koro ni, When Cicadas Cry, When Higurashi Cry all are ok. When They Cry - Higurashi makes no sense, though.

I agree with Stalk, cept not with 'when higurashi cry'
Having parts of both titles mixed doesn't make much sense, especially the way they have it written.
I think it may just be that if someone was to search for "When They Cry" if they're trying to buy the DVD, some search engines might produce too many irrelevant results. Doing a google search for 'when they cry' gets me a bunch of irrelevant links and one relevant result on the bottom of the second page, while searching for 'when they cry higurashi' gets me plenty of relevant results.
By adding the complete english name along with Higurashi, someone looking for the series by searching using either name would have a better chance to find it (Though I would have titled it something like "Higurashi: When They Cry").

Higurashi - Cicadas(or one of the species of them)
no - Particle 「の」 is often called the "possessive" indicator. 「の」 follows a noun or a noun substitute to indicate a thing, person, place, or category that the following noun belongs to.
naku - to cry
koro - 頃 (n,n-adv,n-suf,uk) time, about, toward, approximately (time)
ni - Particle 「に」 follows a noun or a noun substitute to indicate a point or a very small area of location. English translation can be "on", "in", "at" , "to", and "from".
in case anyone wanted some literal stuff.
there is more to "no" and "ni" but there is no need to bring it up here.
