How about an assassins guild? Sort of like the one from Discworld... They're all gentlemenly-type characters. Make it neutral so all rogues can join (You can all follow Bristlebane, aye?), and maybe "hire" some wizards and clerics (you never know when you might need special effects or first aid, it makes sense that such a guild might have some casters in their ranks).
People could pay you to hunt down and kill/de-level goods/evils and return proof (emailed screenshots, a gallery on the webpage?)... No one's going to last with a 5k price on their head and 2-3 groups of elite trained rogues stalking them everywhere.
Just a random idea I thought up while reading Hogfather.

Always thought it would have been a nice touch if the 'tokens' that people are going to be dropping post-20 would have the name of the person they were taken from listed on it somewhere. Maybe even make them non-NO DROP so they could be sold.
Just think of the fun to be had with the /auction command. ;-)

Rogue only guild is generally recieved as a bad idea because a force comprised totally of rogues simply does not work in PvE situations.
And I don't think clerics and wizards solve the problem.
