This is how Samurai and Ninja fights should be. I would recommend this to the same people who like One Piece and Naruto, however it is slightly different in that there are no one on one important battles. Usually is henchmen vs henchmen.
All the notable people are in it. Hajikata, Otika, Saitou, etc. Episode 22 was the fight at Ikeda-ya. People may remember it from Samurai X: Trust and Betrayal (the Kenshin OVA's). Except 2000 times bloodier and a short but sweet ninja fight.
If you deciede to watch Peace Maker Kurogane, be warned- around the middle of the series they will introduce the element of magic. But it seems that many people were upset about it, so I believe only 2 out of the 22 episodes had any actual magic with the exception of Saitou being weird every so often.
It's your typical revenge story. Boy's parents get killed by the Chousuu, so he joins the Shinsegumi, moral dilemma here and there, cool fight here and there. But it's a very good story, very highly recommended. I enjoyed the series, but episode 22 clinched it's spot into being the only other samurai anime I ever enjoyed since Rurouni Kenshin. With luck, episodes 23 and 24 will be equally wonderful.
(There are only two episodes left in the season.) Everything seems to be wrapping up nicely with no loose ends. Anime Fansub Distribution is now availble.
