Ok I have killed everyone now to be Ele flagged. I was very careful to make sure I hailed the projections or other mobs after each kill and get the right text the raids said I needed.

Looks like you dont even have the complete cipher for sol ro acess even. Hail Librarian and do phrases to unlock sol ro acess, then unlock memories(unlock twice in a row maybe) for RZ flag, then back to librarian to unlock elementals with phrases. I think thats how it goes.

I had the problem that all the flags were there on my guided meditation but the cipher wouldn't complete, so my rz stayed in unlock memories. There was a pesky gnome at the elevator starting to charge me for use because I was traveling so much between the Seer and Grand Librarian!

The only way I could get it fixed was have a lead-gm manually flag me for the zones. It took about 10 petitions to finally get a guide willing to actually help me, after that he gave me the email of the lead.

I think the Seer is buggy at best when completeing the cipher out of order, I know several whom have had problems getting flags all squared away

Ok I got if fixed! Found the problem shortly after posting.

I had been to the librian several times to say the key phrases, but apparently hadn't hailed him yet. Talk about feeling dumb after a couple hours of trying to figure that one out =p
