Odd mouse lag, only with certain programs.

Anyone ever seen anything like this? When I run 3DS Max, the mouse speed slows down. I will have other applications open, and when i tab over to use them, the mouse speed works fine. But as soon as I open Max and start working it slows down.
Anyone ever seen this before with other programs?
