Zangief should have little shadow zangiefs following his movements in that move because that's clearly a level 3 super he's performing.

As that is obviously Alpha 3 Zang, he has more than one super, and all of them could be done at level three. And yes, the double backdrop with two spinning piledrivers is definatly a level 3.
