Do +sneak items help if you don't have the +hide to match?
I heard that sneak is while your moving and hide is while standing still? If thats the case then +sneak items could be useful assuming you can keep moving while stalking in a dungeon.
Any insight?

One without the other is pointless. They both need to be at the same level to move effectively in any area with multiple level+1 monsters. No harm in having one item that raises sneak, and another item that raises hide, though. Unfortunately stealth in it's current form is a an abomination child of several generations of "let's try this" during the various phases of beta.
Two solutions.. crafted items that raise sneak should be changed to simply improve stalking, as shadowy flechettes do. Or those crafted items should raise both hide and sneak. I think the reason they don't now is that the base cost (in terms of item "points") for +stealth and +hide is too high. If they didn't change the point costs, and just added in an equal amount of +hide, the items would probably end up rather ineffective, as both the sneak and hide values would be trivially low, and would affect a large number of existing crafted and quested items negatively, so the devs have likely shied away from it. Or they're just yet another thing on the big list of broken things that has been a lower priority for 6 months.
There are several (5 total gamewide, I believe) items that raise both hide and sneak. They're fairly rare, though, and pretty much not worth the time to camp them, given how easy to make and effective shadowy flechettes are.
