I had heard that if you buy a weapon with a recommended level on it, and do not meet the reccommended level that you STILL get the ratio that it would give to you, as if you were at the full level, and then would just not get the full stats asssociated with the weapon. Is this true, could anyone elaborate on this.

The damage will scale the same as the stats but the delay will remain the same. So a 14/22 weapon with a recomended level might only be a 3/22 in the hands of a level 10 player depending upon the percentage of the players level compared to the recomended level of the item.
As of yesterday, reccommended level did not affect the damage rating on weapons in normal Melee.
You could see this by giving a level 10 player Trueborn's Dagger of the Dark (15/21) and watching them pierce for 28's and 29's.
Backstab, however, WAS influenced by reccommended level. While you can pierce for a lot with a Trueborn Dagger, you'd be better off swappin' in a rusty spear for backstabs Your Sister in Arms,
This is a bug with recommended levels on weapons that has been in existence since they started putting recommended levels on weapons (as far as I know). The weapon damage, even tho it shows a red lower number, will still hit as if you were getting full benefit from it. Stats, hp, mana, etc are unaffected by this bug.
When I used a weapon that the level was quite a few levels higher, I noticed my skills would not advance. So from what I could tell, you could not advance your skills with that weapon. In my case it was with a bow, my archery would not advance.
On my rogue I use a Gomdurg and a Runebladed Dagger. My backstabs are not very high just as Jayza said, but my regular pierces are crazy. At 37 the Runebladed Dagger is giving me backstabs only as high as my Fungusbeast Spine could in the 20s. So the recommended level definately affects that.
As a non-rogue class, and for my alt I didn't really care that my backstabs weren't all that, I spent a lot of the time tanking mobs anyways , you might as well buy cheap LDON weapons and stuff and not worry about the recommended level. Of course they could fix it at any time and render your weapons useless for many levels.

Since about level 20, when i started playing my BL again, she has had a DOoFM and CHoS and various h2h weapons with recomended levels on it and she has got skill ups while using them so it might just have been bad streaks or maybe archery is affected differently by it. Incorrect. A 14/22 piercer with XX recommended level that might show 3/22 at XY level will still pierce as if it was a 14 damage weapon, only limitations being the damage caps at lower levels and offensive skills. This only effects normal hits; backstabs will act as though the weapon is a 3 damage weapon.
You'll see low level twinks using weapons that normally would suck at their level but due to the recommended level being broken, the weapons are hitting for their full capability. Derrict Thealcoholic
To summarize this whole thread: Yes, there is a bug. The DMG stat doesn't actually get reduced to the lower number for regular hits. -------------------------

Furthermore, for the few percent of people it may concern, recommended level damage doesn't 'count' in PvP, either. At level 10 with a Trueborn Dagger, expect some crazy pierces for 6 and 7 with those backstabs for 20.
